IPB as it is the most customizable, but VBulletin has much more default features but not as wide variety of downloadable skins, also IPB is more user-friendly but the admin panel isn't as good as VB's.

Ipb is very cool..all the big forums use it...also very customizable great skinz can be made..but proboards is also VERY customizable but not very good skinz and it sucks...

I think invion is the best as i use it. I have a zelda forum with over 84 members and over 2000 post so yeah i think its best.

Obviously I like vBulletin the best, as ZF uses it
 vB's admin panel is absolutely huge, it has the biggest admin panel out of all the forum systems. It's got tons of features and it has excellent support too.

I prefer vBulletin sites, vBulletin is just easier to use for me.

There are specific types of forums for specific types of topics for the message board.
Generally, I'd say vBulletin would be the best overall.

What I don't get is the staggering popularity of phpBB, which to be honest isn't that good at all. If you want a free forum system then the smart choice is to use IPB 1.3 or SMF (alough IPB 1.3 is better).
Oh, and IPB 2.x is not free. Lots of sites use it, most of them unaware that you have to buy a license to use it in the first place.
