Weird chest outside south entrance of Castle Town

On the south entrance of castle town you go down the second stairs and in the middle there are some flowers and water, in the center there's a platform with a chest on top...but i have no idea how to get to it!
Anyone know?

If I remember correctly you need to hookshot up onto a platform above the castle entrance and use your spinner to jump down onto the chest platform. something like that.
